The Downtown Holland office is a department of the City of Holland, comprised of two organizations, the Downtown Development Authority (DDA) and the Principle Shopping District (PSD). Each organization serves both the stakeholders within our Downtown Holland boundaries and members of the public. The DDA and PSD are each governed by a Board of Directors, along with Holland City Council.
The DDA and PSD offices are located inside the Holland Civic Center Place at 150 West 8th Street. The office is accessible through the entrance at the back northwest corner of the building, adjacent to the corner of 8th Street and Maple Avenue. Office doors are open Monday through Friday from 8:30 am – 5:00 pm.
Principal Shopping District (PSD)
The Principal Shopping District (PSD) is responsible for marketing, promotions, special events, and public relations in Downtown Holland. The PSD is funded by a City of Holland special tax assessment levied against properties within the PSD boundaries each year for the sole purpose of promoting Downtown Holland and its businesses. The revenue generated by the PSD is supplemented by corporate sponsorships, grants, and ticket fees to allow for a robust calendar of special events and promotions throughout the year, including popular events like Holland on Ice, Girlfriends Weekend, the Street Performer Series, Sidewalk Sales, and more.

Downtown Development Authority (DDA)
The Downtown Development Authority oversees Downtown Holland’s development, parking, signage, streetscape, and snowmelt systems, along with permitting street performers. The DDA is funded by a millage levied by the City of Holland each year against properties located within the DDA boundaries. Downtown Holland’s parking and snowmelt systems are funded by a special tax assessment on those same properties. The parking and snowmelt assessments allow customers to enjoy parking in public lots in Downtown Holland free of charge and allowing the entire community to advantage of Downtown Holland’s heated streets and sidewalks.
